OBSERVATORY OF METROPOLITAN LIMA RISK TRAPS

The Risk Trap Observatory of Metropolitan Lima is led by the Cities for Life Forum in partnership with a number of organizations. It is part of the legacy of the cLIMA project without risk and has a multi-stakeholder nature that allows the sum of efforts of other institutions operating at district level in terms of research on risks and disasters, as well as investment to prevent and eventually mitigate them through Obtaining and consolidating strategic alliances with public and private entities already involved in the evaluation, planning and spatial and temporal monitoring of urban risks, the Metropolitan Observatory proposes a monitoring of urban risks and the promotion of public policies for reduction and mitigation Of risks with reach of all Metropolitan Lima.

Mission and Objectives

The Metropolitan Observatory seeks to develop spatial and cartographic knowledge, with the aim of making visible the ‘risk traps’ that exist and are being reinforced in specific areas of the city as a consequence of what is defined as ‘urbanizations at risk’. These constitute specific urban areas that are neglected by the authorities, exactly where everyday risk traps materialize and make the inhabitants more vulnerable to the occurrence of earthquakes, climatic events, fires or other possible major disasters.

Thus, to remedy a limited management of risks and disasters has been proposed:

Generate cartographic evidence that exposes the geographical accumulation of natural and socially produced threats in a cross-way to urban poverty conditions and, in turn, contrast it with information on the public and / or private management and investment index for the Prevention and risk reduction.

Communicate and disseminate the findings on the situation of urban risks in Metropolitan Lima, derived from the existing situation regarding seismicity, climate change, lack of planning, mobility, among others.

Propose ideas for the incidence in public policies that internalize the urban risk for the reduction and mitigation of them.

Activities

DSC_0542 Training Course on Remap Risk (10/28/2016) consisting of an online GIS platform (ArcGIS). Developed to map and analyze daily and episodic risks at three scales in the reach of Metropolitan Lima.

Likewise, cLIMA without Risk developed an online platform called ReMapRisk to allow the systematic monitoring of who is affected by the accumulation cycles of risk, where, how and why. The tool allows local inhabitants in the historical center and the periphery of Metropolitan Lima to document and monitor the accumulation cycles of risk over time at various scales. The tool is open to public inquiries and can produce maps in response to each consultation at the district, neighborhood, or household scale. The data help to visualize the spatial distribution of investments in risk mitigation, which can be used to plan future programs and interventions, as well as to assess their impact.

How to use and enter the program REMAP RISK LIMA

ReMapRisk allows you to record daily risks and episodic disasters, visualize them spatially and analyze them using information regarding levels of vulnerability and capacity for action. This analysis can be carried out at the scale of housing, settlement, and in the future can be analyzed at the municipal district level.
